Rules for the Precinct Caucus
Weld County March 9, 2024

1. Inclusion: The Colorado Democratic Party and the participants in this caucus are required to take steps
to encourage participation in the delegate and candidate selection process of the Democratic Party at all
levels – by young people, women, minority groups, and the disabled. Inclusion should occur in
reasonable relationship to any given groups’ presence in the full population. This goal shall not be
accomplished, either directly or indirectly, by imposition of mandatory quotas.

2. Qualifications for Who May Participate
a. A person may vote at the precinct caucus, be elected a delegate from the caucus and/or be
elected as a precinct committee person if they have been:
i. The elector shall be a resident of the precinct for twenty-two days,
ii. shall have registered or pre-registered to vote no later than twenty-two days before the
Caucus, Assembly, and/or Convention,
iii. shall be affiliated with the Democratic Party holding the caucus for at least twenty-two
days as shown in the statewide voter registration system,
iv. except that any registered elector who has attained the age of eighteen years or who
has become a naturalized citizen during the twenty-two days immediately preceding the
meeting may vote at any caucus or convention even though the elector has been
affiliated with the political party for less than twenty-two days.

3. Age Restrictions: The Democratic Party of Colorado allows a pre-registrant, 16 years of age or older, to vote at any Democratic Party caucus if the pre-registrant has been a resident of the precinct for twenty-
two days before the caucus and has been affiliated with the Democratic Party for at least twenty-two days as shown in the statewide voter registration system, except that a pre-registrant who pre-registered
within the twenty-two days immediately preceding the meeting may vote at any caucus even though the
pre-registrant has been affiliated with the Democratic Party for less than twenty-two days.

4. Residence Requirements: An elector who moves from the precinct where registered during the twenty-
one days prior to any caucus may participate in and vote at the caucus in the precinct of the elector’s former residence but shall not be eligible for election as a delegate or for nomination as a precinct
committee person (hereinafter referred to as precinct organizer) in the former precinct. C.R.S. 1-3-101
(1), C.R.S. 1-3-101 (2)

5. Additional Rules: Participants in the caucus may adopt additional rules, provided they do not conflict
with either state, county or national party rules, state election laws or other instructions to the caucus
chair. Give participants a full opportunity to be heard and permit full discussion of all relevant questions.

6. Disputes: Any person desiring to dispute any matter concerning the caucus must file a written protest
with the County Chairperson within 7 days of the caucus. Otherwise, the certification of the caucus
results will be final.

7. Secret Ballot: All Democratic meetings are open; however, a secret ballot is permitted in precinct
caucus if requested.

8. Proxies: No proxy voting shall be permitted at the caucus.

9. Late Arriving/Early Leaving: A person must be present to participate. Those arriving late or leaving
early may only take part in caucus business occurring while they are present.

10. Open Voting: No delegate shall be instructed to vote for or against any candidate or measure.

11. Election of Precinct Organizers: Persons receiving the highest number of votes shall be elected as
precinct organizers. If two or more candidates for the position of precinct organizer receive an equal
number of votes, the winners shall be determined by lot (coin toss or drawing of straws).

12. Procedure to Elect Delegates: Any qualified participant in the Weld Democratic caucuses may sign up
to be a delegate to the Weld County assembly and convention. The list of delegates will be approved by
a vote of the caucus participants. No delegate may be added to the list of elected delegates after the
close of the caucus.

13. Election of non-attendee as delegate: If a Democrat eligible to participate in the caucus is unable to
attend their caucus, they may submit a written request to the caucus to be considered for a delegate
position. The decision to approve the request rests with the caucus participants.

14. Delegate Selection: Delegates to all party assemblies and conventions (beginning at Weld County
Assembly and Convention) are to be chosen in a manner which fairly reflects the division of candidate
preference, expressed by those participating in the nominating process, including those expressed by
minority and divergent views. Equal division between men and women is to be achieved, if possible.

15. Threshold: There will be NO Official candidate preference taken at caucus. Preference polls will be
taken at the assembly.

16. CONTINGENCY VOTING: If, for any reason, this virtual meeting ends expectedly, the meeting will be
considered to be in recess. Any required voting will be conducted via an electronic ballot emailed to all
credentialed county delegates with votes due by March 9th at 8 pm, at which point the meeting will be
considered adjourned.

17. MEETING CONDUCT: Participants are expected to engage in respectful and professional communication throughout the virtual meeting.
a. Participants should avoid any behavior that disrupts the flow of the meeting, such as excessive
background noise, interruptions, or unrelated discussions.
b. The meeting chair reserves the right to maintain order and decorum during the meeting.
c. If a participant engages in disruptive or disrespectful behavior, the chair may take appropriate action,
including muting, removing, or restricting access to the meeting.
d. In most cases, the chair will issue a warning to the participant before taking any removal actions. The
warning will serve as an opportunity for the individual to adjust their behavior and contribute
positively to the meeting.
e. In cases of severe or repeated disruption, the chair may take immediate action to remove a
participant from the virtual meeting without prior warning.
f. Participants who believe they have been removed unfairly may appeal the decision to the Weld
County Dems info@weldcountydems.org after the meeting concludes and they will review the
situation and determine if any further action is necessary.
g. The chair’s authority to remove participants is discretionary and will be exercised with fairness and
impartiality. The primary goal is to create an environment conducive to productive and respectful
discussions.

2024 Weld Democratic Party County Assembly and Convention (Virtual)
Assemblies for Judicial District 19, County Commissioner Districts 1 and 3 and House District 50
The Weld Democratic Assemblies and Convention (WCDAC) will be held virtually. Information about access
to the meetings will be sent by email or text message to all WCDAC delegates elected at caucuses.

DATE: Saturday, March 16, 2024

TIME: On-line check-in opens at 9:30 am

Meetings convene at 10 am

Meetings are expected to adjourn by approximately 2pm or at the conclusion
of official business.

Delegates elected from precinct caucuses to the Weld County Assembly/Convention will also serve as
delegates to their judicial, congressional, state senate, state house and commissioner district meetings
held in conjunction with the Weld County Assembly.

THE DEADLINE TO SIGN UP TO BE A DELEGATE FROM COUNTY ASSEMBLY/CONVENTION TO STATE,
CONGRESSIONAL AND MULTI-COUNTY ASSEMBLIES AND CONVENTIONS IS MARCH 14.

Business to be conducted at the Assemblies

County Assembly:
● Conduct preference poll for At-Large CU Regent candidates and elect State Assembly delegates based
on the preference poll results.
● Conduct preference poll(s) for Congressional Representatives in contested Congressional District(s).
● Elect delegates to Congressional District Assemblies in CD 2, 4, and 8. In CD 4 and any other contested
CD, delegates will be elected based on the results of the CD Representative preference poll.
● Designate candidate(s) for the June 25 State Primary ballot for Weld County Commissioner At-Large.
● Platform /Resolutions: see Submit Platform Planks – Weld County Democrats
● Elect delegates to Multi-County Legislative District Assemblies. County Assembly delegates who live in
House Districts (HD) 19, 48, 63, 64, 65 or Senate Districts (SD) 13, 17, 23 will elect delegates to the
district assemblies to be held virtually in early April.
● Elect members of the State and CD Credentials and Permanent Organization Committees.

Judicial District 19 Assembly: Designate candidate(s) for District Attorney

Weld County Commissioner Districts 1 and 3 Assemblies: Designate candidate(s) for County Commissioner

House District 50 Assembly: Designate candidate(s) for State Representative

Business to be conducted at the County Convention

Elect (72) State Convention delegates based on the statewide results of the Presidential Primary. Elect
delegates to the following Congressional District Conventions based on the results of the Presidential Primary in each congressional district: CD 2 (9), CD 4 (14). CD 8 (47)
