The Weld County Democratic Party will be holding it’s caucus virtually in 2022 to the pandemic. Below are important documents that all those that wish to attend should read.

2022 Weld Democratic Party County Assembly (Virtual)

Assemblies for House District 50 and County Commissioner District 2

The Weld Democratic Assemblies will be held virtually. Information about access to the meetings will be sent by email or text message to all County Assembly delegates elected at caucuses.

 

DATE:               Saturday, March 26, 2022

 

TIME:               On-line Registration opens at 9 a.m.

Meetings convene at 10 a.m.

Meetings are expected to adjourn by approximately 1 p.m. or at the conclusion of official business.

 

U.S. SENATE AND CONGRESSIONAL DISTRICT (CD) PREFERENCE POLLS will be conducted during Assembly registration and will close at 10 a.m. on March 5, 2022.

 

Delegates elected from precinct caucuses to the Weld County Assembly will also serve as delegates to their respective district meetings of congressional, state senate, state house and commissioner districts held in conjunction with the Weld County Assembly.

 

Business to be conducted at the assemblies

 

County Assembly: Announce results of the U.S. Senate preference poll and elect State Assembly delegates based on the results. Announce results of preference polls in any contested CD (CD 2, 4, 7, 8) races and elect CD Assembly delegates based on the results. Designate candidates for the June 28 State Primary ballot for County Commissioner At-Large, Sheriff, Clerk and Recorder, and Assessor. Consider Platform proposals from precinct caucuses. Elect members of the State and CD Credentials and Permanent Organization Committees.

 

Other district assemblies will be held virtually on March 26. The districts and the candidates to be designated:

  • Weld County Commissioner District 2
  • State Representative House District 50

Multi-County Legislative Districts: House Districts 19. 33. 48. 63. 64. 65 and Senate District 1

County Assembly delegates who live in multi-county districts will elect delegates to the district assemblies to be held at later dates.

Rules for the Precinct Caucus Weld County March 5, 2022

1. Inclusion: The Colorado Democratic Party and the participants in this caucus are required to
take steps to encourage participation in the delegate and candidate selection process of the Democratic Party at all levels – by young people, women, minority groups, and the disabled.
Inclusion should occur in reasonable relationship to any given groups’ presence in the full population. This goal shall not be accomplished, either directly or indirectly, by imposition of mandatory quotas.

2. Qualifications for Participation in Caucuses:
A person may vote at the precinct caucus, be elected a delegate from the caucus and/or be
elected as a precinct committee person if they have been:
a. the elector shall be a resident of the precinct for twenty-two days;
b. shall have registered or pre-registered to vote no later than twenty-two days before the caucus; and
c. shall be affiliated with the Democratic Party holding the caucus for at least twenty-two days, as shown in the statewide voter registration system;
d. shall have turned 18 years old, become a naturalized citizen, or pre-registered to vote during the twenty-two days immediately before this caucus.

3. The Democratic Party of Colorado allows a pre-registrant, 16 years of age or older, to vote at any Democratic Party caucus if the pre-registrant has been a resident of the precinct for twenty-two days before the caucus and has been affiliated with the Democratic Party for at least twenty-two days as shown in the statewide voter registration system, except that a pre-registrant who pre-registered within the twenty-two days immediately preceding the meeting may vote at any caucus even though the pre-registrant has been affiliated with the Democratic Party for less than twenty-two days.

4. An elector who moves from the precinct where registered during the twenty-one days prior to any caucus may participate in and vote at the caucus in the precinct of the elector’s former residence but shall not be eligible for election as a delegate or for nomination as a precinct committee person (hereinafter referred to as precinct organizer) in the former precinct, C.R.S. 1-3-101 (1), C.R.S. 1-3-101 (2) .

5. Additional Rules: Participants in the caucus may adopt additional rules, provided they do not conflict with either state, county or national party rules, state election laws or other instructions to the caucus chair. Give participants a full opportunity to be heard and permit full discussion of all relevant questions.

6. Disputes: Any person desiring to dispute any matter concerning the caucus must file a written protest with the County Chairperson within 7 days of the caucus. Otherwise, the certification of the
caucus results will be final.

7. Secret Ballot: All Democratic meetings are open; however, a secret ballot is permitted in precinct caucus if requested.

8. Proxies: No proxy voting shall be permitted at the caucus. One must be present to vote in the caucuses. Only caucus attendees are eligible to be county assembly delegates.

9. Late Arriving/Early Leaving: A person must be present to participate. Those arriving late or leaving early may only take part in caucus business occurring while they are present.

10. Open Voting: No delegate shall be instructed to vote for or against any candidate or measure.

11. Election Procedure: Persons receiving the highest number of votes shall be elected as delegates and as committee people. WELD: All caucus attendees who sign up to be delegates to the March 26, 2022 Weld Democratic Assembly will be elected as delegates. No delegate may be added to the list of elected delegates after the close of the caucus.

12. Ties: If two or more candidates for delegate receive an equal number of votes, the winner is to be determined by lot (coin toss or drawing straws). If two or more candidates for the position of committee person receive an equal number of votes, the winners shall be determined by lot of such candidates.

13. Delegate Selection: Delegates to all party assemblies (except from caucus to county assembly) are to be chosen in a manner which fairly reflects the division of candidate preference, expressed bythose participating in the nominating process, including those expressed by minority and divergent views. Equal division between men and women is to be achieved, if possible.

Threshold: There will be NO Official candidate preference taken at caucus. Preference polls will be taken at the county assembly.
