Elections Rulemaking Hearing with Zoom Option

From the Colorado Secretary of State:

On Friday, December 5, 2025, the Colorado Department of State will host a rulemaking hearing. During the hearing, all members of the public will have an opportunity to comment on the proposed amendments to the Colorado Department of State Election Rules. The hearing will begin at 9:00 a.m. and will conclude at the end of public testimony.

This hearing will be conducted in person and online in the Red Rocks Conference Room at 1700 Broadway, Denver, CO 80290 (Map). In-person attendees need to check in at the security desk in the lobby before accessing the elevators. Security personnel will provide access to the conference room on the 5th floor. To attend online, please use the registration link (Zoom). You will receive a confirmation email containing information about joining the webinar.

The preliminary draft of proposed rules, draft statement of basis, and other documents pertaining to this rulemaking are available to review on the Elections rulemaking webpage.

We recommend you indicate in advance if you would like to testify at the hearing. To ensure that everyone has the opportunity to speak, public testimony is limited to 3 minutes.

All members of the public are free to submit written comments regarding the proposed draft rules at any time prior to and during the hearing. An additional opportunity to submit written comments after the hearing will be announced before the closing of the hearing. All written comments received during the comment period become part of the official rulemaking record and are posted online. We will redact apparent personal identifiable information, non-governmental email addresses, and cellular telephone numbers from submissions before posting, unless otherwise directed by the contributor.
